Keyboard disables itself in Android 4.1.1 (Jelly Bean)?

Keyboard disables itself in Android 4.1.1 (Jelly Bean)?

After either rebooting my device or unmounting USB, Smart Keyboard disables itself in the System Settings. Of course I can re-enable it and continue to use it just fine but I never had to do this during my time on Ice Cream Sandwich. Does anyone have a clue as to why this is?
