I would just change the keyboard language to this 'SMS language' when I'm writing sms and there is no more chance to use characters those don't fit in the standard 7bit GSM 03.38.
Of course such a 'language' can't have a dictionary, but I like and can manage my words in short text messages.
And I don't like SMS softwares that change my national characters before sending, because they are not configurable, just change the letters to the closest English one or even if I could configure them I want the option to review the changes before sending the message. And I need the opportunity to use different alternatives of my national characters in every message, because it can depend on my mood.
And such a keyboard language would be a great solution for all my needs!

Despite using 5 languages and writing SMS in most of them regularly I dont see the point of this feature request. Good SMS apps (like Handcent) show you clearly how many characters you have left. Once a non 7bit character is found they change encoding automatically AND back once the character is deleted. So changing the character is a feature not a bug and as you can see it the moment you type the no 7bit character having a special keyboard just for those characters is a bit pointless.
What language do you use anyway which is mostly 7bit SMS but sometimes uses Unicode outside that 7bit character set? The ones I use are either covered or reuqire unicode anyway.
