I've tinkered with this, but am seeing no difference. Cyril, can you explain this new feature some more?

Well you see the difference only if you change this setting ;)
It's used to customize the maximum interval in which you can double press a key so that it's recognized as a multitap (which is only useful in T9 mode without T9 prediction, to cycle through the available letters, and with the Korean short vowels layout). The slider allows you to set the interval between 0 and 1500 ms, so if you set it to 0 multitap will be completely disabled, and if you set it to the maximum you have a lot of time to double press the key.
Hope it's clear

Oh, if it's just for T9, then I suppose it's inapplicable to me. I use 'normal' mode. But thanks for the quick explanation, Cyril! In fact, I'm not even sure what T9 means. I know it's the older style typing with the 3 letters, but there seems to be a "T9" key next to it that can be turned on/off? heh... I confused. Back to normal I go... Is T9 supposed to be faster typing once learned well on it?

T9 was once faster, but now with these predictive keyboards being so efficient, it's pretty much a thing of the past (in my opinion, of course).
